How to boot SSD in start? and disable Hard Disk Drive in start?

I have built a new PC, but I missed my old settings. I have an SSD installed Windows 8.1 and a HDD for storage. I want HDD not to work in start unless I open a folder manually after start. I want this because I hate HDD noise. I remember there was a setting for this. Can you please help?

It's not possible to disable the drive on start up, but you can go to your windows power options and tell it to spin down after a while.
Right click the Start button, select power options. Look for the setting when to turn the hard disk off.
Bear in mind that by turning the drive off, any time you need access to it, you will have to wait a few seconds for it to spin back up again and that the noise doing so is louder than just leaving it idling along.
