Can't use Drivers after 353.62 without issues (GTX 980 TI Classified)

Hi everyone, so i needed to bring this matter up to the community as i've been dealing with this for quite a while now. For some reason i can't use drivers past 353.62 without the following problems below:

-Desktop Manager has stopped working error.
-windows system assessment tool has stopped working error.
-Windows Aero disables itself and can't be enabled.
-Laggy/spikes during games
-Laggy Skype while typing into a chat box.
-Scrolling windows around the screen in Windows 7 is extremely laggy

Now if i stay on 353.62 none of this happens. So everytime a new driver comes out, i'm still getting the issues above. I've recently upgraded from Z87 to Z170 and the board, memory, and processor are still younger than 14 days since purchase on Newegg. I've been through 2 of the same motherboard assuming one was defective. I just can't figure this out. Please, if someone has this issue or someone can explain what is going on, i'd love to know.

-Windows 7 64bit
-Intel 6700K
-NZXT Kraken X61
-ASUS Maximus VIII Hero
-G.Skill Trident Z 16GB
-NZXT Hale90 850w PSU
-Samsung SSDs

Things i've attempted:

-Fresh Copy of Windows 7 with the latest driver installed.
-Windows 7 SP1 installed.
-Visual C+++ Installed.

Hi. Yes, i have. It works fine on an older 1155 motherboard with a 2500K. Same Windows 7 version and everything. And when i put an old GTX 650 TI into my maximus VIII Hero it allows me to use the latest drivers. So if it's not the board, or the card... then what? The memory passes fine and my PSU runs fine on both machines. This is so confusing and strange.

Well, i went through two Asus Maximus VIII Heros and it did it to both boards.So i'm having alittle trouble blaming the board. I don't think i'm gonna go anywhere with this problem or will ever be solved unless i do an RMA or cross ship. Now i hear whining sounds coming from the card. Always something after another.
 
Thst whining sound probablt coil whine which is common issue on high end cards. It's annoying but at the very least it will not affect performance. And normally it will go away after a while. For some people they will 'stress test' their gpu for a few hours until the whining sound goes away. If it does not you can RMA if you want to.

As for your initial problem have you tried using different BIOS on your mobo? Since your card doing just fine on your old motherboard i don't think the csrd itself faulty either. I think you should make official bug report with nvidia (need to register for nvidia forum) and hope ManuelG can help you with that.

Hi Renz, sorry for the late response. I've been gone.

The Coil Whine is coming from the board or GPU. I had tried using it without the stock cooler and i still hear it. It seems to happen when i put my games FPS to "Unlimited". When i cap them to a number, the whine stops. If it's not a whine, it's a buzzing sound instead. Specifically referring to Minecraft with very heavy texture packs. Seems this card hates the Unlimited option. I was going to go through a Cross Ship RMA with EVGA, but my worries of the replacement doing the same exact thing would be a major waste of time. I used to have a regular GTX 980 (No TI) KingPin, and that card did not make so many noises with the same exact setup. So maybe it's just this card. I was going to sell it to buy a GTX 980 TI Strix OC (To match my build's theme better), but i think that's a really dumb thing to do. I will likely just go ahead and swap the card. The sounds are getting louder and more annoying.

As for your question, the board has the latest bios installed which i believe is 1202. :)

Oh right, i almost forgot. The reason i couldn't use the "Latest" Nvidia Driver, is because i wasn't using Windows 7 Service Pack 1. Once that was installed, i was finally able to use the latest version. Non-Windows 7 SPI's can use the latest versions but then they get error popup windows and they're annoying.
 
Well the driver part usually nvidia did take account the latest version of windows when develop thier driver. I know Some people might not care much abput windows update as long as everything working fine. And in my experience having the latest uodates does not equal to better. Anyway i think that also probably why forcing people accept updates with win 10 right now because newer software/driver might actually need those updates to work properly.

As for the coil whine issue; yes they actually come from the board and not the gpu itself. Board partner always go agressive with their custom board such as those EVGA Kingpin edition. Boards like that will also need high quality part. So it is up to board partner to select their component so issue such as coil whine did not happen. Sometimes even nvidia/amd reference design suffer from coild whine issue.
