ASUS 99fx Sabertooth rev. 2, USB has no power, no display on new build

So I finally built my whole computer. I was very excited to build my first computer (outside of a few computer classes that I've assembled computers).

The following is my build.

When all my parts came in I put it all together, taking care to not shock anything (i used a grounding wristband and touched grounded metal every now and then to be extra safe).
After having 3 different successful builds during classes using old components I was very dissapointed when my computer would not display the BIOS on my monitor.

When my system powers up, all LED's for the case work, the fans all function. My GPU, CPU, and PSU fans all work.
I get no beeps from my speaker (yes i have it attached properly). My Memory LED flashes twice and turns off (my manual states that if it stays on then there is something wrong or nothing connected). My CPU LED flashes twice and then stays off (unfortunately I couldn't figure out if that was a problem, but if its anything like the memory LED it means its working fine.)
I cannot see my GPU LED because the 280x is a fairly large card and takes up two spaces, but it seems to function fine other than not putting out any display.

I have disconnected all but my CPU/fan, RAM, and GPU to see if it would bring up BIOS, still the same outcome. Two blinks of RAM LED, CPU LED, and then the fans on the CPU cooler and GPU work, but no beeps and no display signal.

I have double and triple checked all of my power connections, re-seated the RAM, GPU, CPU, ensured i didn't have anything metal touching my board, made sure it was on the spacers to keep it from shorting on my case. Clearly my MOBO is getting power since it powers my case fans, but it doesn't power any USB outlets. I connected my cases front panel USB, and they did not receive power either.

I have also read like 20 different posts with similar problems. Some had older MOBO's that didnt have the right BIOS drivers, or had a completely different set up (mainly intel), others just quit talking (didn't state if it was fixed or not.)

I am at my wits end right now after working so hard on this. Unfortunatly i dont have any close "computer stores" like frys (closest one is a 6 hour drive away, and the best buy only seems to cater to Intel users) and i dont have ANY other computer components or "friends" (really dont have any friends here lol) that I could test my stuff with their MOBO.

Just tried doing the CMOS clear again, unfortunately the same results, it just powered on the exact same as it has before (including the lack of any form of display.)

On a side note, the manual said nothing about powering on the motherboard after moving the jumper to the other two pins, but two websites i have read on it have stated you need to start your computer with the jumper moved.
Am I supposed to turn it on again with it on the other pins or is that a false statement?

SR-71, i updated my last post, do i need to restart the computer with my jumper on the clear pins rather than the standard pins? or should just moving it over with the power off work properly?

I attempted to do the clear by moving the jumper to the clear pins and turning on, didn't have anything appear. Moved it back to the standard pins, turned on, still no display and no power to keyboard (or any other USB plugs since i tried it on all my USB outlets.)
I removed my WIFI card, same outcome as before still not working.

my next step I'm going to try to take is to do a bios flash off of a USB... although this is doubtful since my USB ports dont seem to have any power to them.

After trying to flash it using the easy flash button, at least i found out that the easy flash button is getting power. unfortunately, still no positive results toward making my display function.

Funniest thing happened. I took all my stuff apart again. Reconnected everything. Tried testing it for POST and nothing happened. Then just before I turned it all off again we had a power surge.
Thankfully it is all connected to a high quality surge protector. But now I'm getting one long beep followed by two short beeps and my RAM LED is staying lit.
So I reinstalled my RAM, still got the light and beeps. Pressed the mem-ok button which didn't help the issue.

Maybe this was always the problem and the motherboard just never knew it? I'm sure hoping it was
