Can this pc run bf4 at high settings 40-60 fps at 1080

No that computer will not run most games at high settings at 1080p. Low to Medium settings are possible on older games, Low Settings and a lower resolution on newer games.

The CPU is fine in that computer but the Graphics card is to weak.

Nope, that PC will struggle to run bf4 at LOW settings, you'll get <30 fps. You need to be looking at a better graphics card. Why exactly can't you build it yourself? Is it just that you don't know how? There tonnes of detailed, step-by-step guides on YouTube.

I agree with h3xit, that computer is not bad at all and should be able to handle bf4 no issue, especially since most bf4 servers are frame caped at 30, so you will only see 30 fps unless you play on a high ticket rate server and even then thay should handle it fine.

That PC will run BF4 just fine. Even my custom PC has a bit lower of a GPU (Mhz but same VRAM) and runs BF 4 Medium - High @40-60fps. The CPU seems fine, RAM is enough.. I would put BF4 onto the SSD though

Also, I would take an option for a HDD, because you're SSD is going to full before you know it. You really need a HDD for music/docs/movies/downloads/programs etc.

You'll also be able to run some other games except for next-gen games like Assassins Creed Unity :)

You don't need to go to HDD, you pick one together with the SSD (which is in your setup, excl HDD)
You can have both, while the OS (Operating System; eg Windows) and BF4 are on the SSD, while everything else is on the HDD (programs, music, docs, video's)

TL;DR:
it will matter in the long run, you WILL eventually run out of storage without a HDD. You'll be forced to buy an external HDD/SSD next to your setup eventually. So I would really consider taking an extra HDD inside your PC for everything else.

I recently did a Clean Install of my PC and wiped every single data on my PC to start over and do some management.
What I did was setting my OS and few games onto my SSD and everything else of data over to my HDD.

BF4 is a huge game, don't underestimate it. Don't forget about updates and new maps aswel.
And before you know it, you'll be staring at another game, and then another game etc untill you run out of storage.. Then you can't really play those new games unless you remove your previous ones and/or the data on it..

Take a HDD aside the SSD, bro, trust me :)

Granted the person can do that and/or is allowed to do that to stay within the warranty rules
I think it's better and safe to take an option while he can
 
The 260x is OK for a starter gaming card - its firmly a medium settings card at the max though.
That PSU would set alarm bells ringing more than anything else.
& for some a fairly low end / low quality component list (apart from the CPU) its expensive for what it is even taking Ozzie prices into account.
