Low FPS on modded skyrim with r9 290x

So I have been modding Skyrim lately with 2K texture mods, plant adding mods and so on. But I didn't install an ENB. But when I'm playing the game I often have stuttering and in some towns around 20-30 FPS. Shouldn't I have more FPS with an R9 290X?

My Full Specs:
GPU: AMD R9 290X (4GB and aftermarket cooler)
CPU: AMD FX 8320
CPU Cooler: Coolermaster Hyper 212EVO
Motherboard: ASRock 970 Extreme3

My CPU normally stays around 5%-25% usage
 
Seems to me like you'Re CPU limited.
The FX 8320 idientifies itself as 8 core chip. Skyyrim doesn't really use more than 2 cores.
So 2 cores under full load of an 8 core CPU is 25% usage.
Towns are especially hard on the CPU. That verifies your CPU limitation.
Also the AMD FX are known for rather poor in single threaded applications.

A good test for that would be lowering your resolution. If your framerates don't increase it is definitely a CPU limit!

In the particular game (Skyrim) the FX8350 offers way less (around 20%) less performance than a i5-2500K! And its clocked a bit higher than your FX-3820

You may need to OC your CPU for that, around 4,5--5 GHz for a sensible performance increase. But I doubt the cooler will be adequate for that.
