Will this build run Fallout 4 on medium-ish graphics?

You won't overclock, so you don't need a K processor. That said, the CPU-GPU-RAM you have selected would do well with the game. Not 60 frames on...
Why the 4690K with a H97 board (that board doesn't support overclocking - that is the Z97)? If you don't plan to overclock, pick up a i5-4590.

Other than that, if you spend about $15 more on a PSU, you can pick up a 520W Seasonic or 550W XFX that are higher quality units.

The 960 should run Fallout at high graphics @ 1080p. If you can budget for it, a 970 would do even better.

or he could go for 380 better gpu for future and hsa better performence
 


Agreed. If you go this route, you will need a good ~550-600W PSU.
