Does new cpu? require thermal paste? i am gonna install the intel stock cooler that came with the cpu is that true i don't need to apply thermal paste because it's already has ? or new cpus require thermal paste?
If you get a new heatsink you will need to completely clean off the old thermal paste from your CPU before applying new paste.
Most after-market heatsinks come with thermal paste as well, but if you need a recommendation on what paste to use I suggest the ARCTIC MX-4 which you can find here:
Your stock cooler should have pre applied paste. You should be okay using that.
You only want to replace it if it gets really old or you put a new cooler on.

Yes, if you don't plan on overclocking, stock coolers are fine for your CPU (otherwise manufacturers would constantly be having to reimburse people if the stock coolers weren't good enough).
