Welcome to TH community, rossdal!

Sorry to hear about your issues with the WD Black, however, @drtweak is right! You might be encountering issues with the Windows XP installation, rather than the HDD. I'd recommend you to create a bootable USB flash drive with your Windows OS version and try booting from it instead. However, you might want to find another computer to create that bootable USB.
You'd also need a 64-bit version of Windows XP or the WD Align tool in order to be able to install the OS on the WD Black successfully. The drive is Advanced Format, which is not supported by the 32-bit Windows XP version.
Here's a link to the WD Align utility: http://products.wdc.com/support/kb.ashx?id=eA1dFV

If the issue persists, I'd...
Has nothing to do with the hard drive but with the version of windows you are installing. Do your XP boot disk not boot at all? Try hitting F12 on bootup and select the CD/DVD drive to boot from.

Also you might be better off buying a windows 7+ OS since XP is outdated. unless you are using it for some old programs that need XP or if the PC is going to not be online at all i wouldn't suggest using XP.

Are you trying to dual boot or just doing a fresh install? And follow what drtweak has to say, I have not installed windows XP for a while now but I am currently running a Dell 5100c with XP Professional on it.
