BF4 stuttering since switch to win 10

Hey guys i have been having a very bad problem with stuttering latley. I was able to play it fine while i was on Win7 but as soon as i switched it has been unplayable. I have repaired the game 4 times and uninstall/reinstalled twice. I have played with my settings to no avail. Any help would be greatly appreciated!
GPU: XFX R9 280x DD
CPU: AMD FX8320
16GB gskill ripjaws ram

Yes i have. I have even uninstalled and reinstalled them numerous times. The wierd thing is BF4 is the only game i have this issue on and im literally stumped.
