Can someone tell me if all the parts are compatible and if there are any substitutes?

Yes! All the parts work. The CPU cooler is totally unnecessary, the 4460 cannot even be overclocked. The motherboard can be an H97, doesn't need to be a Z97. The PSU is really bad quality, I would get a high quality unit like a 550W EVGA Supernova GS.
