Fluctuating GPU Usage in SC2

I seem to be getting wildy fluctuating GPU usage and clockspeed while playing SC2 in both campaign and multiplayer. I am running a 970 with a 2500k. One moment the clock speed would be at 1200mhz with gpu usage of 1-2% and then drop to 540mhz with gpu usage at 20%. My frames are like 1fps when this occurs and makes the game unplayable. Anyone got any ideas what's causing this?

I don't have V-sync on, all the temps are well within acceptable (< 60C). I was even playing BF4 just a few minutes earlier just fine. I've tried maximizing performance in Nvidia control panel with no luck.

When you hop into a car, do you immediately go as fast as possibly can, and continue on at that speed until you arrive at you destination?

No you say? Why not? Surely you would arrive at where you were going sooner if you did right?

So if you do not do that in your car, why would you expect your video card to do that in your computer case?
 
OK. I guess that went right over your head.

Nothing in your computer is going to run at 100% forever when doing normal things. Mainly because there is never enough work constantly for your processors to constantly run at 100%. And when there is a pause in the workload, the processors drop to much slower speeds to cool down and conserve energy.
 
Open Control Panel
Click on Power Options.
Make sure the Prefered Plans is set to High Performance. If it is not, select High Performance, and then restart your computer.

If it is set to something like Samsung High Performance, that is ok.
