Is this budget PC better than a PS4?

I'm still using a PS3 (please don't kill me) and I'm thinking about getting either a PS4 or a budget PC on Black Friday. I greatly favor PS4 exclusives over PC exclusives. I mostly hear that a person CAN'T buy a 450$ PC that will outperform the PS4. I plan to buy the PC on Black Friday so I could see a PC like this one(below, for 605$) being 450$ on Black Friday.So I have 2 questions:

1. Is this PC(from ibuypower.com) better than a PS4:
Raidmax Horus Gaming case
AMD FX-8350 CPU (8x 4.00GHz/8MB L3 Cache)
8 GB memory
Nvidia Geforce GTX960 2GB
Gigabyte GA-970A-D3P--AMD 970 motherboard
500 watt battery
For 605$(as of 10/27/2015) it also comes with:
A gaming keyboard
A gaming mouse
A gaming mousepad
mcafee antivirus plus
Kworld G98 headset( I couldn't find it online anywhere)
AC syndicate( I would get this game anyway)
Heroes of the storm bundle (I have no idea what this is)
2. Can I buy a 450$ PC that is (substantially) better than a PS4 on Black Friday?

I question the quality of that PSU. Typically, those prebuilts don't use high quality units. As far as for black friday, can't really say. I doubt you are going to get a PC that is substantially better, than a PS4, unless you get some really good deals, on a used system, or hardware.

i think overall fx 8350 performance is much better than ps4 processor, but i dont think it will get a much different gaming performance
i think quad core i5 will get much more gaming performance than ps4 do
