Far Cry 4 & Watch Dogs Stuttering on GTX 960 4GB

Hello,
So I recently purchased a PNY GTX 960 4GB XLR8 and Far Cry 4. So here is my problem, the game runs on "very high/Ultra" at about 60-70 FPS with Trees Relief, Fur, and Enhanced Light shafts, but the game stutters like crazy. When I have V-Sync on I get 60fps with random drops to 50-55, and with V-sync of I get 75fps with drops to 65ish fps. Now this isn't bad but the drops create a stutter. This even happens on the lowest of settings.
Here is what I've tried so far:
1. Lowering settings all the way down.

2. Going into the .config file of the game and changing DisableLoadingMip0="1" and GPUMaxBufferedFrames="0". Now this helped but didn't work.

3. I went into the Nvidia control panel and set the "maximum pre-rendered frames" to both 1 and 5 doing nothing, setting the V-sync mode to adaptive, this helped a bit but it still stutters like crazy.

Now with Watch Dogs I have the same problem, I get a locked 60fps on ultra with the visual mod but I stutter like crazy. I can't figure out what the problem is yet.
If you guys could help me out that would be great. I need to get back to Kyrat and Chicago!

Intel Core i5 4460k @ 3.20Ghz
8GB of DDR3 Memory (hopefully I can upgrade to 16GB soon.)
1TB WD hard drive.
Peripherals
Emerson 1368 x 768 32inch monitor.
Steelseries Apex Keyboard
Steelseries Limited Edition Diablo 3 mouse
Wacom Intuos3 9x12 Graphic Design Tablet

I'm not sure what Sai_1 even means by that but I had similar problems Metal Gear 5 a few weeks ago when I bought it. What actually helped me was reinstalling Windows 10...but I doubt that's your problem...my OS install was really old and was an upgrade from Win 8.1. But it did solve all my problems. What I would suggest is doing a clean install of the graphics drivers. I had baaaaad stutter problems with Far Cry 4 when it came out, but I was also running an HD 7970 at the time. I tried everything for weeks to get the stuttering to go away but the only thing that actually fixed it was patch.....1.04 i think. If you haven't tried doing a "clean install" of the Nvidia drivers, i would try that first.

Thanks for the answers guys, so when I did install me GPU I had some problems with the driver so I re-installed the newest version from the GeForce Experience So that wasn't the issue. So after Dangus had talked about the update I wen't to see what version I had, I had 1.2! Apparently I had auto update off! Well updating it to the newest version fixed that issue however, I still can't figure out what to do with Watch Dogs, I'll Check if I have the newest version of that also. Any more ideas?
