Motherboard not powering up at all

I just bought a Gigabyte GA-Z97P-D3 (online manual here), and it's not receiving power at all. I check the PSU works fine by shorting the 20/24 pins, so that is not a problem, and I have tried removing my graphics card, CPU and RAM, all to no avail.

Is there anything else I can try/do, or an I screwed?
 
Solution
Try testing the board outside the case, only CPU, CPU fan installed, both 24 and 8 pin power cables connected (no other wires/components). Start the board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power switch (check the manual for correctly identifying them).
See if the CPU fan is spinning.
