cpu and gpu under 50% usage

hello! i recently bought myself a new pc for about 500$
the only problem i have though is that the cpu and gpu wont go above 50% percent usage in most cases. Neither the psu, wich wont go above 29% in most cases. the only exeption being gtav in of wich the cpu runs at about 89% and the gpu probably something similar.

if i try to enable turbo-clock the whole pc will freeze after about 10-30minutes.
heres the specs:

6 Core 2,8 GHz Amd Phenom ii x6 1055t CPU
Evga GTX 970 SSC ACX 2.0 4GB
SilverPower 500w PSU
8GB HyperX DDR3 RAM
ASUS M4A87TD EVO Mobo
Cooler Master Haf 912 Case

any help would be appreciated! :)

thanks, i will, but we are talking about games like arma 3, no overclocks and 20 fps, my friend got 50 fps with a 760.
But thanks for answering, my cpu is around 40-50c when playing so it is quite hot, however i would guess the main problem being the psu since it as mentioned only uses about 30% of its power.

Hi,

does your computer feel sluggish, do you play games ?
How old is your gear ?

Maybe the resources are net getting used since it's ok with gta5.
It's normal that the cpu doesn't go over 50% when browsing Internet or doing basic stuff with the computer.
