ASUS Z97-AR no POST /DRAM LED always ON

Hello. I've already read all related posts regarding this issue and couldn't find any reply that meets my case. So if you are willingly to help me, here is my problem. I build new system and I have no video. After the debug I have 2 possible root causes.
1. DIMM part number is in the QVL except the version. In the QVL is 2.21 and I have 5.21. Strange part is that when I ordered them I couldn't find ver no on the site. The PN matches 100% Could this be the issue? I found one site where DIMMs are matched with MB and my MB was there...
2. I have a cheap power supply for the moment, from my previous PC. Evolve 400w. Maybe doesn't give enough power to the system? I tried to start the PC with minimum config but same issue.

Or could be the MB deffective?

First try connecting the HDMI or DP port of the integrated GPU (igpu) up to a monitor; it could be that your GPU is not the first one being initialized and therefor not showing anything. If that fails breadboard the system with just 1 stick of ram, cpu, cooler, and PSU connected and see if you get a display out of the iGPU.

Another possibility is that your chosen ram will not work under the default 1.5v the system will begin with. If thats the case then you need to boot to the bios using 1.5v ram and enable the XMP memory profile (or change the voltage to that needed byt the new modules) and save & shutdown, Swap in your ram and boot up again. Which exact ram did you get?

So, i`ve ruled out the power supply issue, bought new competent one.
Here is the config at this moment:

I tried everything that you could imagine. I even took the MB out of the case and powered it on anti ESD foam. Only MB, CPU, DIMM, PSU. That DRAM LED is so annoying, can`t get it to "shut up". When i take out the DIMMs completely the system beeps, so MB is not totally dead. Now I don`t know for sure if the version of the DIMMs 2.21 / 5.21 really matters. I searched the PN even of corsair website and couldn`t find multiple versions. If that version was so important i`m thinking that they should point it out, no?
I don`t have any other sticks of RAM laying around so i can try what you recommended i have to buy them.
Oohh... and also connected video on display port on MB and on a video card. Till I won`t get that LED to turn off, i don`t think i have any chance.
So now I`m thinking either that version of DIMM really matters, or I`ve got myself a brand new defective MB. :(
Waiting for any opinions. Already have hours of trouble shooting and no progress... If the MB will be defective have to wait till Monday anyway .
