It'd be possible-ish. Changing the CPU to a C2Q Q9xxx (G41 chipset supports them) and pairing it with a GTX 750 Ti would make for a fairly competent gaming machine. Depending on the quality and +12v amperage of that 400W, it's possible he could stay with the same PSU.
It also appears the 2A8C board takes DDR3 memory, which is great, but unfortunately it only supports up to 4GB.
Still, at the end of the day, it'd be more worth it to buy or build another machine.
