I finished building my 2000 euro gaming pc a week ago, but im having issues not while gaming but out side of gaming, like my Power supply making a weird buzzing noise under any cpu load, my monitor has a ripple effect when i scroll a page on a browser such as google chrome and steam, When i wake my monitor up it changes my resolution sometimes causes parts of my start menu to disappear, and sometimes i have to turn on and off to get picture after it sleeps. my cpu usage is high at like 55 percent on some webpages like when i look at amazon picture.
Im hoping these issues are due to windows 10 being new, please help as im having doubts about building a pc again as i have no guarantee that it works good.

windows 10 home
MSI GTX 980TI
GSKILL Trident x 16gb ram 1600 cl7
samsung 850 evo 500gb
Monitor is dell p2715q 4k monitor
