Pc flakes out @ 2 sec into booting doing the endless cycle boot

go to fire up the pc when I noticed my LEDs and fans turned on . Then 2 sec later off then back on again to a full start . I thought perhaps something wasn't quite right so I checked my system and showed my ram was all there and so was my hard drives , no big deal , well I search online to fine out if this was normal as I couldn't remember before this little stutter , i tried to reinstall my os but still to no evale . I used my p.c.'s jumpers to reset the bios to see if that would help and it made things actually worse . My pc was running in a different mode then it was set at after using the jumpers . well I have one drive I don't want to lose any of the stuff on and my os drive is partioned with this other drive , creating some sort of mess I can't seem to figure out . Tried unplugging everything from inside except fans LEDs 4 pin and 24 pin . And starting and then my pc just whent into a start for 2 sec then shut down then would repeat until I shut it down using the main power switch . Now my pc will only start when I either use the jumper or take out all of the ram with nothing but the cpu and 24 pin connected . I replaced the power supply to an upgraded 630 watts vs the 450 watts it had , and still won't boot correctly . Any help would be greatly appreciated . I tried everything I could think of . Bad Mobo or cpu perhaps ?

I took my pc to one of the shops in my hometown and they ran some DVD test that locates any hardware issues . They were completely stomped , they decided not to charge me for the test as , they couldn't give my pc a proper diagnosis . So I then ended up going to another local shop and finally got an answer . I needed my bios reflashed . I believe my Psu was going bad and I thought it was a bios issue . So I tried updating the bios , but with a bad Psu you can't flash the bios because your pc won't restart with a bad Psu to finish the flash sequence , leaving the pc unable to fully start.
