Microsoft .NET v4.0 Framework Will Not Install Due To "Fatal Error!"

I know this is not a question that gets asked often. Most people aren't stupid enough to make their way into control panel to delete unknown programs. I thought Microsoft .NET v4.0 Framework was not needed, but boy was I wrong. After deleting the program I encountered countless issues with editing software and whatnot. I realized that I needed to reinstall the program to fix my issues; however, my computer won't allow me to do so. I get a "Fatal error occurred" message along with a large log file that would take forever to read. Though, if you need the log file I could post it, but telling me specific portions to post would be helpful (it would avoid a lengthy forum.) Note: I tried almost everything Microsoft has on their forums, and even uninstalled and reinstalled manually. I've used the repair tool to no avail, I've used the clean up tool, and I've used other programs to try to resolve this issue. Unfortunately, I couldn't even reset my computer to before I deleted the program because there was not a backup. Someone please help! Anyone!
