Cannot enable Vsync in most classic games

I don't know what's causing this irritating problem, but no matter what I do, enable vsync in game menu, Nvidia Control Panel etc, it just won't lock the frame rate to 60. It remains in the high 5000's and my GPU coil whines like an s.o.b! I have an ASUS Strix GTX 980, what can I do to fix this problem?

So far, the games I'm experiencing this issue with are Max Payne 1, GTA 3 and Vice City.

You can go into your Nvidia control panel and enable vsync through there. Can't give you directions on this because I used to run Nvidia but switched to AMD quite some time ago.

As I already stated in my original post, enabling vsync in the control panel doesn't seem to work either. :(

Ok I read over your post to fast and just seen the key problems. You could check the game files and look for a parameter to enable Vsync, I know some older games have a text file you can edit to change game properties. But finding these may be an issue.
