Computer turns on and off repeatedly

I will begin by describing the events in order:

It stated as I was gaming. The computer froze for a period, then the screen went blank and the cpu started going at 100% (had to hold power down to turn off).

I then tried turning it back on but the fan was going off again with nothing coming up on the screen. I assumed it had overheated so I left it for a while and tried again. It then started ok but didn't go past the boot screen (cant press anything to get into bios its frozen on that screen).

Assuming the issue was with my cpu fan, I checked it to find I hadn't installed the fan properly. I didn't twist the 4 screw things to tighten it. Because of this I checked the thermal paste and noticed it was a bit dry (At the point Im at now, I don't think new thermal paste will fix the problem but I will get some more).

After looking on some forums, I tried running it with just the boot drive and the power cable with the same issue. I then tried taking out the ram and cycling between them and the slots to see if there was faulty one. As I started doing this, a new issue where it would repeatedly turn off and on in patterned intervals was happening every time I started. Even after I put all the ram back again the on/off issue persists.

Next I tried resting the bios by clearing the cmos using a jumper. I was using 1 ram in the first slot while doing this and the computer actually worked. It ran, asked me to rested bios defaults and started windows like normal. I then tried reinstalling the rest of the ram and the on/off issue came back. I tried clearing cmos every time I installed 1 ram at a time but wouldn't work with more than 1 ram. Now I cant I get it run like i did before with only 1 ram and clearing the cmos. The issue is different with the 1 ram and clear cmos where it turns on as i flick the power switch then turns off again but im not able to turn it back on after that.

Something to note is I replaced my ivy bridge i5 with an i7 in December 2014. Summer was coming to an end and i don't recall it running on a very hot day. This (what i assume to be triggered by a hot day) overheat may have been coming because I didn't have the fan installed properly perhaps? My system was running without fault from then till now.

That seems normal..maybe someone more experienced can help. I would check each of the RAM sticks for errors with memtest86+ individually without the GPU slotted. If all sticks are error free after about 3 passes, try with 2 good sticks in the appropriate channels.
What is the exact model number on that PSU?

A bit confused on the 1 stick of ram issue. Will it work or will it not? Have you tried different ram slots with just 1 ram stick?

Don't test more till you get thermal paste in the Cooler or you risk overheating.

Its an antec vp650p 650w strictly psu. Just edited that in my post. Also regarding the ram, It only worked one time when I first tried clear cmos with 1 stick of ram. After that, I went and plunged the rest of the other 3 ram in and the on/off issue came back. I then tried doing exactly the same thing where I clear cmos with the 1 stick of ram like before and now it doesn't work. The on/off problem is now different after doing that where it turns on then off and im unable to turn it back on at all. If I try with more than 1 after that if goes back to the repeated on/off issue.

could be a RAM compatibility issue? looks like it doesnt play nice with the i7 memory controller, since you said it was working fine on the sandy i5 before. can u remove the GPU and see if it will boot with 2 sticks.

no the ram has been compatible with that cpu for a year now. this whole issue started yesterday after the cpu overheated. Iv replaced the thermal compound today.

I see, what cpu cooler are u using? I would check if it's seated too tightly or not aligned properly. I assume you've visually inspected the mobo pins before you reseated the cooler?

How are the current temps now?

Im using the heatsink and fan that comes with i7. I checked multiple times if it was too tight/ seated properly. Checked the pins for the cpu and its seated ok. the temp of cpu is idle at 40C

Well after doing all the things I finally got it all working. I can only assume that after the cpu overheated, it must have corrupted the bios? I stupidly didn't try troubleshooting without the graphics card in which was why it was getting stuck on the boot screen. I could then do the cmos clean properly and install the ram one by one. I then had to deal with the graphics card which was just changing "Other PCI Device ROM Priority" to "Legacy only" in bios.

Thanks for the help in narrowing things down.
