Weird Issue with CMOS battery

I have an old PC that I'm attempting to diagnose. The PC will NOT boot at all if the CMOS battery is inserted. The PC will automatically boot once power is connected if there is no CMOS battery. I've also had some weird BSOD messages from it, including one for STOP: C000021A {Fatal System Error}. The blue screens were persisting into a safe mode boot, so I'm sure it's a hardware issue, I'm just wondering what you folks think may be wrong.

I managed to solve the STOP blue screen, thankfully. Crystal Disk showed a completely healthy disk, and I'm currently running the Memory Diagnostic Tool to check the RAM. I'm more concerned, currently, with the weird boot issues revolving around the CMOS battery, and any hardware issues that may be causing it.
 
For the CMOS battery or the BIOS chip, because the CMOS stores the BIOS settings, you don't need the CMOS battery, and you can boot or use the PC. so it should be the software problem, just like M. said such as WinLogon or the Client Server Run-Time Subsystem (CSRSS).

And how do you solve the problem? because it will be benefit to the members of our TH community.

I restored back a week and it resolved my STOP error, at the very least. I'll try a fresh install to see if that fixes the other issues.

The only thing that's still confusing to me is why the PC will not boot if a CMOS battery is inserted. It will ONLY boot if I make sure the CMOD battery is removed.
