Can my laptop run GTA IV?

I could get it very cheap, but before that I'd like to know if I can really play it at all.

I'm a total noob with computers so don't laugh at me please :D So here is a straight copy/paste from my settings 'about' part. Ask me if you need more information! Thanks! :)

Edition: Windows 10 Pro
Processor: Intel (R) Core(TM) i5 CPU M 520 @ 2.40 GHz
Installed RAM: 4.00 GB (3.80 GB usable)
System type: 64-bit operating system, x64-based processor

Nope, you can't.

The Intel graphics used by that laptop is very weak. I tried playing GTA 4 on my Lenovo IdeaPad Y470 using the Intel HD 3000 (which is integrated in the i5-2410m CPU) instead if the nVidia GT 550m. While the game loads, there was not enough RAM for the Intel HD 3000 to load texture for the game so I was basically standing in mostly black space.

The Intel HD 3000 is pretty much the 1st Intel graphics core that people consider good enough to play games because it is a lot more powerful than what they had before. But even when it was released it was weak compared to dedicated GPUs.
