Which of these builds is the best deal?

Solution
The 6700K will give the best computing power. As software matures, the 8-10 percent advantage it has over Haswell should extend higher as it uses the new commands. You can go with a Cooler Master Hyper 212 EVO and no SSD for starters. As you have more cash you can up the cooler and add a SSD. Might as well get the max CPU processing power now.

He is going to need a cooler of some type if he goes with any of these processors. It could be argued the i7-4790k doesn't need an after market cooler but then you are leaving a lot of performance on the table even at stock clocks.
