PC won't boot to bios, post code 51

I have just built a brand new PC and whenever I turn it on, there is a post code of 51 and sometimes it turns off and then turns back on again. I have checked the ram and changed out both sticks but at the moment I think it is the motherboard. I have also taken out the cpu and put it back in again but it still doesn't post or boot to bios.

I have taken everything out and put it on the motherboard box like a test bench, and I noticed that the pay fan starts up then turns off straight away then after that the actual stream restarts.

I'm going to assume you meant to type 'psu fan' and 'system restarts'. What happens with the Processor, and one (1) stick of memory? Do you get a debug code?

With only one stick of RAM it restarts even quicker usually ending with the code of 03
