Dr. Debug Error 09 appears every once in a while on ASRock Motherboard

So, by using the ASRock Support (http://www.asrock.com/support/faq.asp?id=334) I found that error involves the RAM or CPU.
I haven't tried reinstalling the ram or CPU specifically for this reason, but I have had to revuild my computer (twice) and the problem still avails.

When this error appears, basically the computers fans and lighting turns off for a second and comes back on, and any youtube videos that were on pause then show static. The system does not reboot.

It's a really strange error, and while it only happens maybe once every few days, it's still worrysome for me considering that my PC is quite expensive.

Specs are:
ASrock z170 Extreme 7+
Corsair 2400MHz DDR4 RAM
i5 6600K with no overclock
500GB Samsun850 EVO SSD

I would start with maybe check the memory like reseat it in there slots to see of there getting poor contact in them and bad bios setting on them or overclocking settings [should just set xmp and go with that] then see if its a cooler issues to loose tight heat issues causeing this - then if all still don't seem to resolve you may want to check if you bent pins in the cpu socket - its easy to do if not careful with intel [was my biggest worry with my first intel build and look hard still at not doing it today]
