Graphics card's video clock

I've tried to search for an answer to this question for too long now, so I guess it's time to ask:

In HWiNFO64 under GPU there's GPU clock (~1,2GHz under load), memory clock (1,5GHz) and then there's GPU Video clock, which never seems to go past 540MHz.

What is GPU video clock in HWiNFO64?

My graphics card seemed to under-perform memory-wise so I started looking into it and just stumbled upon this parameter. Tried to google and nothing.

Is it just the software's own random number or is it something that actually affects the card's performance? And if so, is it normal for a card like this (Gigabyte GTX 660 Ti OC, clock speeds mentioned earlier) to have this low video clock?

I don't think my other hardware need to be listed here as I don't want to start troubleshooting the other issues I'm having; wouldn't know where to begin.

The video clock is probably a measure of the card when its in idle state vs 1.2ghz at load. Generally programs like HWinfo or GPU-Z provides the user with 2 different clocks for the reason mentioned.

If you want to monitor your gpu's clock in real-time, MSI Afterbuner is the only program that provides that option since it allows an on-screen display in games.
