PC fails to boot up when I have my graphics card mounted.

First time builder (thanks in advance for reading, and trying to help me figure out whats wrong :) )

Just put together a new computer from scratch, had some trouble getting to the BIOS stage, but after I removed my graphics card the PC seemed to burst into life.

When the graphics card was in the PC would beep twice and fans started to whirl away. The fans on the GC however seemed to start and stop continuously. (see video below)

CPU - Intel i5 4590 Quad Core CPU (3.30GHz, 6MB Cache, 84W, Graphics, Turbo Boost Technology, Socket 1150)

Motherboard - Gigabyte H97M-D3H

RAM - Crucial 8 GB Sport Ballistix 240 Pin DIMM DDR3 PC3-12800, 9-9-9-24 timing, 1.5V

CPU cooler - tatsumi scttm-1000b

Video Card - NITRO R9-380 (AMD) (mounted in PCIEX16)

Power Supply - EVGA 500W PC Power Supply

Hard drive(s) - Seagate ST1000DM003 Barracuda 1TB 3.5 inch Hard Drive
SSD: Crucial BX100 SSD (250GB)

Operating System - I have windows 10 ready to go, but have not got past BIO yet.

Case - Corsair Carbide Spec 01

Optical Drive - Samsung SH-224FB/BEBE 24X Internal DVD Writer with SATA - Black

TP-LINK TL-WDN4800 N900 Wireless Dual Band PCI Express Adapter (mounted in PCIEX4)


I've come to the conclusion that a) the PSU cannot pump out enough juice for the graphics card or b) the graphics card is faulty. Although i've ran wattage calculators and my output is sufficient.

Can anyone shed some HardWare wisdom on this?
