If you are talking about the user setup functions, they use a network address rather than a web site. The default address is 192.168.0.1 but it can be changed when it is set up so if it has been changed you'll either need to know what it is or reset the factory defaults. You just type it into the address bar of your browser. If 192.168.0.1 doesn't work look for a sticker on the device that may have it written down.
The default user name and password is stated in the document at the above link. If they have been changed from the default and you don't know what they are you will have to reset the device to factory defaults to gain access.
