Conflict between ISP and Trove (online game), 100% packet loss, how to fix?

I live in a rural area and we currently have two ISPs. One is Verizon, we have a hotspot, and that is what I'm using to play Trove, only our 30GB per month plan makes me minimize my play time. I'd like to use our other ISP, a small local provider, but I can't log in to play, or even access some Trion sites. I'm getting the 2025 Request Timed Out Error. I did a pingtest to Trove's NA server, which returned 100% packet loss, and a tracert (hops 19-30 showed requests timed out).

Update: I pinged the NA server, it sent 4 packets and all of them were lost. All four returned Requests Timed Out.

Then I did a tracert to the same ip:
hop 5 was our ISP, the first number was 75ms, the second was 148ms
it hops around a bit, but hops 19-30 are the same, asterisked and Request Timed Out.

So it appears the issue lies outside our ISP, so what can be done? Can I never play this game again?

Your ISP should be able to at least provide more details if the packets are failing within their network.

Best bet is to complete a tracert to Trove's NA server to see where the packets fail, if it appears to occur within your ISPs network, you can give them a call. If it happens outside of their network there are other steps, but it will be likely not something they can help you resolve.
