I have 2x4 gb ram sticks installed but only get 4gb of ram ...

When I first made my PC in December 2014 I was having trouble getting the ram to work. I finally did but found out it was only reading 4 out of the 8 gbs of ram. I have tried re entering the ram and nothing worked. I left it, but now with the release of Fallout 4 which requires 8gbs of ram, I don't think my pc will run it. How can I fix this issue? Could it be a faulty ram stick or is there something else I can do? Thx :)

Processor: AMD FX 8350
Motherboard: M5A99X EVO R2.0
Graphics Card: EVGA 750ti SuperClocked
RAM: RipjawX Series 8GB PC3 - 12800 Dual Channel DDR3 Kit (2x4gb)
x64 Windows 10 Edition

One other thing that's worth mentioning, sometimes you have to push really quite hard to get RAM to seat properly in the slot. The most common RAM issue in my experience is simply because it wasn't pushed down into the slot hard enough. I know you said you've tried to take them out and put them again, but before you submit a warranty claim, it's worth making sure you've seated it properly. In most slots you should just push down on the RAM until the latch shuts and you get a bit of click. I then give them an extra push just to be sure.

I am almost positive I don't have an integrate GPU and do have windows 64 bit
 
You don't have an integrated GPU.

Most likely scenario is that one of your RAM sticks has failed. It's easy to test. Just place one stick in the first slot and boot. If it's all fine, swap it for the other one (still booting with only one DIMM). I suspect the PC will not boot when one stick is installed -> that means you've identified your faulty DIMM. If you purchased in Dec 2014 it should still be under warranty so get on to it!

I fixed the issue (thanks to your suggestions). When I first tried to fix the issue when I first built the PC, it seemed that the ram would not go in properly. I took out the ram and reinstalled and it worked properly. I feel that the issue had to due with the motherboard being to compressed and the issue fixed itself over the months (decompression or the heat). Thanks :)
