GPU not using full potential

When running any game I have, my GPU usage does not move above 40%. I have tried many games and they are all the same. I know my GPU is working in my system though because using LuxMark it goes to 100% GPU usage. It seems just when playing games it isn't working correctly. All my drivers are up to date and I have a 600 watt EVGA PSU.I have also got my BIOS setting to PCI-e to boot from my GPU and not use the integrated graphics. I have tried Googling this issue but most help forums are about CPU bottlenecks and this is not the case here. I just don't understand how when playing any games the GPU simply doesn't use power to these games. I am only getting between 15-35 fps at best and this is at any graphical setting basically.

control panel > system and security > power options


HWinfo, run it in the background sensors only, play a game for a while

are you monitoring temperatures?

I haven't checked the CPU temperatures under load only when idle. I have also done a complete reinstall of my graphics drivers just now and this didn't work either.

check cpu temps under full load

also disable all power savings features in the bios and set power mode under windows to full power

Thanks have you got a programme for checking CPU loads? And I've read about this power mode but I can't seem to find it on Windows, where abouts is it?
