Windforce 3x GTX 970 OC

I recently bought a gigabyte windforce 3x gtxx 970 OC, not the g1 gaming and doesnt have a black backplate nor the LED Windforce.

My concern is that all three fans are continuously spinning, even if i am just browsing the net. I heard that these fans should only kick in when I am in heavier load.

Using MSI afterburner, I notice that my graphics card would run at 45C while I am browing the internet and 65C when I am playing tomb raider in maxed out graphics on a 1600 x 900 resolution display.

I haven't overclocked the thing yet in MSI afterburner. I also have latest nvidia drivers (358) but the fans still do run all the time.
 
Solution
It has become a pretty common feature across all brands but when Gigabyte released their version of the 970 and 980 they didn't implement that feature. The 980ti and 960 from Gigabyte do have the fan stop feature under low load.

don't all 900 cards come with the "fan stop". I know someone with a zotac gtx 960, his card stops while under low load.

thank you for the answer. Without this feature, is this card still okay or is it a big deal without it? i heard that fan stop can help improve the fan's life expectancy.
