I would get the FX 8350 IF you are on a budget, and if you are on a budget and are going to buy this, overclock the crap outta this, it will help for rendering speeds

Or you can get a Xeon E3 1231v3 which is much better than the FX 8350 OC or no OC since its an i7 without the iGPU, but keep in mind that is from the Haswell Era and it is slightly outdated since the launch of Skylake

Depends entirely on the price point you are buying. As a general rule of thumb, you will get better price/performance ratios out of AMDs at the low to mid range, and more out of Intel at the mid to high range. That varies, of course, depending on your specific computing needs.
