my system specs are
gainward gtx 970 4 gb
intel i5 4690k
corsair vengeance 8 gb ddr3
cooler master chassis 500 case
gigabyte b85m d3h motherboard
seagate 1 tb hdd

what watt psu should i buy 650 or 600 or 550 or 500 plzz suggest
how much fps in gta5 pc can i get out of my rig is it above 60fps
do i need a cpu cooler if yes plz suggest

if your not gonna or only gonna do a mild oc then a decent 500w psu will do.
to give some overhead for oc and adding extra hdds later then go for a 600-650w unit

as of the fps the 970 will max out (with the correct settings x2 txaa) and changing the games priority from normal to high in task manager you will get 60 fps @1080p
if you dont adjust the priority you will get between 40 and 60 fps.

Nvidia lists the minimum as being 500w so a 550w should be good but I personally would go for a 600-650w psu, especially if you plan on overclocking. With your rig I don't see any reason why you couldn't get 60fps at 1080p. And for a slight overclock I suggest the 212 evo but if your doing any higher level overclocking I suggest watercooling.
