Question about PCIe 3.0 lanes Skylake CPU

I plan to get a MSI B150M chipset board and will want to run a GPU and a m2 SSD using a PCIe x4 adapter on one of its x4 ports. With this chipset having only with 8 PCIe lanes (my CPU has 16 PCIe lanes), would it reduce or cause performance issues if both are running together, the GPU and the PCIe card. Like both devices running at 4x (8/2 = 4)?

It has four PCIe ports, (16x - x1 - x1 - x4) respectively, I plan to use the fourth port for the PCIE m2 adapter. The manual only have a note that says, if the 3rd PCIe port is used the fourth PCIe port will become PCIe x2. And sorry, is a bit confusing. So the CPU lanes are different from the chipset lanes? and if I'm understanding correctly the CPU support up to 16 lanes and the chipset 8 lanes, do I have 24 PCIe lanes available then?

So you only have 1 GPU on the pcie slot and nothing else, and now want to add a PCIe x4 m.2 adapter? Should work.

If you haven't bought it, why not get one with m.2 slot?

I haven't bought the board yet, but budget might allow only to go with the MSI B150M board. However if what I want to run, the GPU+M2 PCIe adapter with SSD hooked to the PCIe ports do actually causes performance degradation or reduces the performance then I could try and stretch a bit for an ASUS H170M-PLUS which has a m2 port. I'm also aware that there is a B150M model of Gigabyte with an actual m2 port and cost the same as the MSI one but I'm looking for other different brand since I already used it, haven't had problem but would like to try something else.

It would most likely end up using a GTX 970 top.

Do you have any source of info where I can read about these confusing lanes?

I just checked the manual again and found this diagram, is what I'm understanding correct then? the text in the right side is not part of the manual, I just put it there to illustrate what I'm understanding from the diagram. Btw that manual is for both the Z170 and B150 version of this board.

this is the diagram from the manual:

Yup that it. you got it.
using an adapter vs m.2 slot should be min for gaming.

Alright, finally will order the MSI board then, thank you for your help! :)
