Hey guys, i took my time And did a bunch of reading on here, but Im not sure if I'm losing my mind, or That I have the worst of all sceneries.

I have Had this machine for the longest time ever. around 4-5 years now, And I love it. never changed the CPU, But recently I started thinking, "what is a HOT CPU".

Now I am running 65 deg IDLE.
Yeah thats right. 65 IDLE.

during gaming, Id get up to 97. And it stopps there.
(recently it was hitting 100, and staggering, But opening my case fixed that issue)

I use an H60, and have an antec formula 6 for paste.

IDK if the GPU matters, But I have an GTX 960 Facing backwards.
By backwards I mean, I think compared to normal gpus its facing the wrong way. Its facing away from the CPU.

Statements like "bottlenecking" will be ignored in advance. TY for any responses!

The GPU won't matter if it is only the CPU you are referring to with high temps. Check for dust. Could be clogged up on the rad of the H60 with dust/hair/or what not. That would restrict the proper airflow. Don't just look there but give it a good overview and see if it is anywhere else. Another thing you could try doing is replacing the thermal paste. I don't know how long your current one has been on there but it won't hurt to put some new stuff on.

id say check heatsink connection and are you using stock cooler? if you are you should upgrade to the coolermaster hyper 212 its the best bang for buck air cooler out there. also you should check the thermal paste 4 to 5 years of usage can cause the thermal paste to dry out. Id say reapply Thermal paste with arctic silver 5 and also if your using stock cooler to upgrade to coolermaster hyper 212. this should drastically lower your idle and load temps 97c isnt healthy for the cpu if you keep going your going to break something so i recommend you do this now ASAP.

It has already been established the H60 is in use, paste has been reapplied, and the rad is clean.
Please read before recommending the EVO whenever temps are mentioned.

It sounds like your H60 pump may be failing after four years of duty. So yea, do away with the H60 and get a Hyper 212 evo - very inexpensive and you will be able to see when your cooling system is operating properly. Signed- 20y IT professional that has never seen water cooling used on a high performance server!!!!
