A thought just occurred to me.

If i take of the fan off the stock heatsink and make it silent, will the athlon survive?

What if i lower voltage and clock speed? say to 1ghz or 1.2ghz will that work?

Is it possible to build a COMPLETELY silent PC that can play some games on a budget? With a passively cooled GPU and an SSD and no case fans?

i have done it with a build before. some xeons run cool enough to just have a nice heat-sink on them and they will run fine. i have never had a passivly cooled gpu though. ssd's will stay cool with no help. if you use thermoelectric coolers nice heat-sinks and something to regulate the coolers i bet it could be done
It's possible, but you will need some serious heat sinks. You will also need to arrange your case so that convection will be able to pull the hot air out of your case and cool air in. You probably won't break things, but you will run into thermal throttling very quickly if you don't design it well.
