Help regarding the +12v rail on PSUs

Hi there, new guy here and also a newbie in building computers. I recently bought a new PSU, a Seasonic X-Series 750w, for my first PC build. Since all my other parts haven't arrived yet, I decided to test the PSU using a Thermaltake Dr. Power II PSU tester. Everything was fine upon testing but I noticed that the +12v indicator only showed 11.8v instead of a steady 12v or above. I did some research and found out that as long as the voltage doesn't go below 11.4v or above 12.6v it should be "on spec". But it still kind of bothers me since it's brand new. Should I be worried? Is the accuracy of the measurements on the Dr. Power II reliable? Does the amount of electricity it pulls from the wall also affect the voltages? I plan to test it using a DMM once I buy one since it will probably give me the most accurate result. I hope you guys can help me. Thanks
