Computer restart 3-4 seconds after shutdown.

Hey guys, so I have this problem.. when I tell the computer to shutdown. it does shutdown. everything is off, but then 3-4 seconds later boom its on again ... it restart the computer!
(then when I try to shut it down again it works.. but next day same happends.. and its been like this for the past month)

my hardware:
MOBO GA H81 D2V
i5 4590 3.3ghz
gtx 770 2gb
8gb g.skill value, 8gb g.skill aegis (16gb total)

** I re-installed windows (formatted C:\ first) - it didn't work!
Also I've updated the BIOS and still no work...
My motherboard was replaced ( SAME MODEL ) about 2 monthes ago and its been happening since then. what could cause this?

please help im i'm desperate :??: :'(

The previous board was damaged it could only read 1 ram dimm slot so I replaced it as i still have warranty, and since the replacement im having this issue. As i said i reinstalled windows and updated bios... :'/

First off, I would see about getting another replacement, and then, before you use it, get a quality power supply. Tier 1 or tier 2 units are what you should look at.
