I bought an extra msi gtx 760 4gb oc for my setup.

Cpu: Intel i7 6700K
Mobo: MSI Z170 M9 ACK
Ssd: 2x Samsung 850evo 500GB
Psu: Corsair RM 650
RAM: Kingston Hyperx DDR4 2666MHZ 15cl
Gpu: 2x MSI GTX 760 4GB OC
Case: Corsair 780T Black
OS: Windows 10 64bit

I installed the drivers again, restarted, plugged unpluged all the cables. I can see my 2 cards in the device manager and nvidia setting. but I can't get the option for creating an sli config.

The sli bridge is brand new, and the 2 cards are installed in the right pcie

so what can I do?

Solution
Okay well something is definitely wrong. You should be seeing this in your control panel's 3D setting management....note how on the left side tree in your screenshot you don't even get the "Configure SLI" words. Wow. This is very unusual. Try deleting your drivers entirely with CCleaner and reinstalling from scratch.

Edit: This is a long shot, but are your two cards the *exact* same models? Some cards, even from the same manufacturer, do
not SLI very well with each other. Case in point, the first generation EVGA 970 SSC ACX (model ending in 2975) will not SLI with the second generation 970 SSC ACX 2.0+ (my model in SLI ending in 3975) due to a new power phase and lower...
Right click on your desktop and click Nvidia Control Panel. Click on "Configure SLI, Surround, PhysX" from the left hand side tree dropdown under 3D settings. From there make sure the top left side radio button "Maximize 3D Performance" is selected under SLI Configuration settings. You should be seeing "SLI enabled" if it is selected. Do you see "SLI enabled" on the left side?
