loss of performance on hd7970 (graphic card or psu issues?)

hey there, some weeks ago, i started having graphic card issues, got several pixelated screens, no boot etc, i was already pondering replace graphic card due to though be dead

but then out sudden it got "fixed" but since it got itself "fixed", i have performance issues, for exemple Quake Live, i always played on 125 FPS (stable in every map on 1920x1080 all settings max at 140hz), but since this issue, i get FPS drops from 60 to 125 in some maps

in civilization 5, i used to boot game quite quick, but now it takes quite a while to load

so now im wondering whats the problem can be:
- can the graphic card be damaged and under-performning?
- memmory problems (did memtest on pc boot and all passed fine, but when had boot issues, if i only plug 1 slot it would boot, with both wouldnt load, but then got fixed itself ...) ?
- power supply not performing correctly now and causes pc do under perform?


my system

- i7 3820 cpu (with a huge heatsink+fan i dont recall it names, that barely fits the case, bought it for OC but never did it)
- Asrock X79 6/GB motherboard wich already bring that card for lan+sound
- Sapphire HD7970 3gb ddr
- 2x4 GB DDR 3 Gskil Ripjaw
- 2x SSD OCZ Vertex 3 120 GB (forgot its version, in 2011 was the top line) 1 for windows, 1 for games
- Samsung sata 3 1TB 32mb cache or something (for downloads, music, videos, etc)
- Windows 10 x64 home premium
- PSU NZXT 1000w 80eficiency, 1 cable direct to both graphic card 8+6-pin, other 2 main cables to motherboard, and the plugable cables to discs/dvd drivers


edit: since the first issues, i updated my bios firmware, and have all hardware/software updated

just to kep this updated (case someone do a similar search on forum) my problem was, when i updated the BIOS it set the settings all to default, so my card was set for pcie gen 2 instead pcie gen 3

as soon i changed all of the lines to pci3 gen 3, it shutdown the pc, when i launched it, i stoped having fps drops in Quake, and Civilizatoin loads quite faster aswell

i stil feel isnt "perfect" as before, but is fine for the current use i give it, but im suspicious the remain problems are the drivers, since several other people complaning about similar problems on forums, ill wait for the new adm driver system which will replace cataclyst, to see then.

Have you checked load temps and clocks on your GPU and CPU? Other things too look into include checking all connections in the pc, check PSU voltages, check for Spyware, malware, bloatware, windows could need a tune up, ect. You could try reinstalling the GPU drivers as well..
