Should i get a i5 4460 and a gtx 950 or an i3 4160 and a gtx 960 (both Gtx are from EVGA)

You can go for the i5 + 950, and upgrade to a better GPU in 1 or 2 years.
Going for the i3, you'd have to buy a new motherboard and new RAM to upgrade the CPU, and on top of that the 960 isn't much faster than the 950.
The i5 will last you quite a few years and you'll only have to upgrade your GPU.
