Is it SATA or PATA?
A stupid thing to check. Make sure the cable is plugged into the drive and motherboard properly. Try a different power connector, since I've seen faulty connectors. Also check which SATA connector on the motherboard your using. You may be plugged into a RAID controller that is disabled or something stupid like that. You want just a regular SATA connector.
Next when booting enter the bios and check to see that the drive is detected. If so you're good to go and it should show up automatically in windows. You want to keep checking the BIOS until it's detected. If you still can't get it going it could be a faulty drive which is rare.
