Just built new PC, opened CSGO to test it out, had great frames(250~) went afk for 30minutes; come back and am only getting 60

So as the title states I just finished building my PC today with the help of a friend and it was all good at first. We launched counter strike global offensive to test it, and I had a solid 250~ Fps which is what I expected. I went out to dinner and came back about 30-45min later and am now getting a maximum of 70fps in game and I have no clue what happened in those 30 minutes. I did not change anything whatsoever.
My specs are:
Graphics card: EVGA GeForce GTX 950
CPU: Intel Core i5 45903.3GHZ
Resolution: 1920x1080, 144hz
Motherboard: Gigabyte LGA 1150 Intel H81 USB3.0/SATA 6Gbs
RAM: 4 GB DDR3 1600
64 bit windows 10 OS
120 GB SSD
Anyone know what is possibly going on and how to fix it? According to a lot of people, my specs should be able to run games like H1Z1 and CSGO relatively easily with high FPS. I get 40-50 on H1Z1 and 60~ on CSGO currently.
My windows is fully up to date, all drivers should be up to date as I installed all of them less than 6 hours ago. I also forgot to mention that I can browse the web very quickly so everything seems fine there, it is just games that are randomly slacking for no apparent reason. The 3 games I have tried are CSGO, H1Z1, and League of legends and the outcome has been the same with each, a very low framerate compared to what I expected.

are you monitoring temps?

did you set to max performance under the nvidia center?


do you have all power savings features turned off in the bios, windows set to high performance?

Yes, temps are fine. My Cpu stays around 30 degrees at all times on each of the 4 cores. And my GPU idles around 55 and didnt go above 61-63 when playing a game Just changed my nvidia setting to max performance and no change in frames. And yes all power saving features in BIOS are turned off. Whats throwing me off is, i dont understand why I had 300 FPS initially for 5-10min, but when I left and came back I now get 50.

Windows 10 upgrades. Going to do a couple of things over the next few days. It's going to hog bandwidth, hog cpu resources and possibly corrupt some drivers. It's very common on new builds for that to happen, it's a bone of contention that you can't stop the auto-updates.
