PC shuts down and wont start when PCIE cable plugged in.

gpu: evga gtx 560 ti
mb: gigabyte ga z68a
psu: corsair tx850

Had given up on this months ago from lack of money to buy new parts and lack of patience lol. Not too tech savy when it comes to all this stuff, but I have a good basic knowledge. My gpu has 2 pcie slots on it and only one of them works. I can plug in both of the pcie cables to the working slot seperately and the pc boots up,but no image on monitor. but if i plug either one into the other (faulty) slot the whole pc crashes and wont start up at all unless i unplug the PCIE cable from that slot.. So its just that one PCIE slot thats giving me the problem I'm pretty sure but id like to hear ur opinions. Maybe i need a new graphics card or maybe its the psu not getting enough power? Any help would be appreciated.
