i7 4790k High stock Voltage

Hey guys. I got a big problem that i cant solve, so im asking for your help. My stock voltage when the CPU is in turbo mode at 4.4Ghz is 1.291 volts. So i tried to change from Auto to Adaptive mode and change the Additional turbo mode cpu core voltage value to 1.200 v to see if i can lock the total voltage at 1.200v but still HWMonitor showed 1.291v under load. And then i thought that it was impossible to set a voltage under 1.29 because thats the stock cpu voltage. I tried to flash my bios and still didnt change anything. So the last thing i had to do was to set a negative offset value of 0.070v in order to reach 1.21v under load and 0.650v at idle. So is my chip so bad? Do you suggest trying something else?
