GPU usage won't go above 50%?

Hi guys, I've recently built my own gaming computer about a month ago and its been a huge hassle. At first there were huge problems with the motherboard eventually everything worked and I could play games at optimal performance but somehow my mother board died two weeks in and I have received a new one. After reinstalling all my components and drivers and what not, when I try to play games my gpu doesn't pass 50% gpu usage and I'm not sure what the problem is or how to fix it. I doubt its a bottleneck because it worked previously with the same components before at an optimal 70+ fps on ultra for most games. Now i'm stuck around 20-30 fps

My specs are
Msi Gaming 970 Motherboard
AMD fx 8320 8 core processor
Hyper 212 Evo after market cooler
Sea gate barracuda 2 tb
EVGA gtx 970
20 gb of ddr3 ram
 
Solution
Try to do a fresh install of the latest drivers. If that doesn't fix the problem then go to Nvidia control panel -> Manage 3D settings -> Power management mode and choose prefer maximum performance. Hope this will help.

It could be a CPU bottleneck as the motherboard while dying may have damaged the CPU with it. I'm not saying this is 100% true, but it's a possibility

I'm not sure, try doing a CPU benchmark, and then compare with other benchmark scores of the same CPU from the internet, then we can be sure if the CPU got damaged, btw what games do you play? If you play single or dual threaded games, the CPU will always bottleneck thanks to its inferior IPC.

Well before the motherboard failed, i played witcher 3 on ultra with a flat 60-70 frames, now when i try to run it, its a stuttery 30 frames. Could it possibly have anything to do with my OS because I used to run windows 10 but currently I am running windows 8. Or does it have anything to do with my Motherboard? Or is it strictly a problem conflicting with my CPU and my GPU

I've tried this method already, sadly there was no improvement, im really torn on the problem thats occuring
