From what I can tell online, quick_data is the default internet connection name for your router. This plus everything else you have tried is consistent with your ISP changing its service and now blocking these ports. You will have to speak with them about resolving the issue. Be sure to mention the problem started with the change in your public IP address. They will be able to confirm if your new public IP address is within their allocated IP range, or if there is some other weirdness going on.
I am no networking guru but I do know that the fact that you public ip changed is your problem. You will have to re-do your port forwarding to the new ip address. It will continue to fail every so often as you ip gets change by your isp unless you request a static ip than never changes. There is a slight charge for that service I believe

Normally, your public IP changing won't affect port forwarding.

First, confirm that this is a port forwarding problem, and that the game server works if you try to connect to it from your LAN.

If that works and you are using DHCP on your LAN, check the IP address of your server. Make sure that hasn't changed from the IP address you're port forwarding to.

If that looks good, change your router to temporarily make your server's IP address the DMZ. That will forward everything to your server. Someone connecting to your public IP address will be connecting to your server. If your game server works, then you have a configuration problem somewhere with your port forwarding. Turn off DMZ and double-check everything. You may even want to delete and recreate the port forwarding rules - it's extremely rare but it is possible for the router's nonvolatile memory which holds these settings to become corrupted.

If that doesn't work, then likely your ISP is now blocking the ports you were forwarding. Call them up and ask which ports they are blocking. Usually it's just a few specific ports (mail, http, etc) or a range (like everything from 1-1024). Try changing your game server ports to different ports which aren't being blocked.

That is NOT a fact. Port forwarding in a router has nothing to do with the public IP.

Yes they cant join but even with port checking tools they say that the ports I opened are closed
Like the mc port 25565 or the gmod port or any port
